Regan leads our litigation team in representing low-income seniors in federal and state courts, working to preserve access to essential social safety net benefits. She has spearheaded class action litigation to challenge unlawful policies enacted by the Social Security Administration, state programs that discriminate against older adults in the provision of services, and the denial of due process by federal agencies.
Regan is inspired to do this work by her experiences as a caregiver for her aging parents, as the sister of siblings with disabilities who spent years in institutional settings, and as a family survivor of a person who passed away during the AIDS epidemic.
Prior to joining Justice in Aging, Regan was a Senior Trial Attorney at the Department of Justice’s Civil Rights Division where she worked to enforce the promise of Americans with Disabilities Act’s to move critical care services out of institutions and into the community. Prior to joining DOJ, Regan’s worked for numerous Protection and Advocacy agencies and legal aid organizations across the country. Regan is a graduate of the District of Columbia School of Law (now the University of the District of Columbia, David A Clark School of Law) and American University.
Regan splits her time between Washington DC and the Hudson Valley in New York. She loves hiking, kayaking, and spending time with her grown and amazing children.
