Assisted living facilities (also known as  residential care facilities for the elderly, adult residential care homes, or residential care apartment complexes) are an alternative for people who are not able to age at home for various reasons.

Access to assisted living is less available in low-income communities and communities of color and the quality and safety of assisted living facilities can vary greatly.  Most assisted living standards are set by state law, so standards also vary greatly from state to state. Effective in early 2023, federal regulations for the first time established some resident rights in assisted living facilities that accept Medicaid reimbursement. These federal rights are relatively limited and do not address important topics such as quality of care, staff qualifications, and health care.

Our assisted living advocacy focuses on ensuring equitable access to assisted living, protecting residents’ rights, training advocates on ways to advance the rights of individual clients, and pushing federal and state regulators to provide meaningful oversight over assisted living facilities.
