People dually eligible for Medicare and Medi-Cal, including Qualified Medicare Beneficiaries (QMBs), have special protections against charges for Medicare co-payments and co-insurance. Yet, many times dually eligible individuals in California are improperly charged for medical care and prescription drugs.
