Key Principles for Advocates When Talking About Home and Community-Based Services (HCBS)

The vast majority of older adults and people with disabilities want to live at home. Unfortunately, many people can’t access the support they need to live independently in the community. A major reason why is because Medicaid Home and Community-Based Services (HCBS) is underfunded.

As the COVID-19 pandemic continues to endanger the lives and well-being of people living in congregate settings, it’s more critical than ever that Congress make a major investment in HCBS to ensure older adults and people with disabilities can get the help they need at home.

Justice in Aging has a new one-page resource on how to talk about HCBS with broad audiences who are unfamiliar with the program. The goal of sharing this resource is to help us unify our messaging as we advocate for Congress to invest in HCBS by passing the Build Back Better Act as soon as possible.
